Carbon accounting questions from FM and construction companies

Do we need a Carbon Reduction Plan?
If you bid for public sector contracts above £5 million per annum, yes, PPN 06/21 requires a compliant Carbon Reduction Plan as a condition of award. This applies across central government, NHS, local authorities, and public sector frameworks including CCS and SCAPE. Even below that threshold, many larger clients and main contractors now require evidence of carbon measurement and reduction as part of their own Scope 3 reporting obligations. Getting your CRP in place before it becomes a hard requirement is increasingly the difference between being on a shortlist and being excluded from one.
What data do we need to measure our carbon footprint?
For most companies, the key data sources are: energy bills or smart meter reads for buildings you operate or manage, fuel records for fleet and mobile plant, refrigerant top-up logs (particularly relevant for FM given F-gas obligations), and business travel records. For Scope 3 — which covers your supply chain and subcontracted services — you can start with spend data and move to primary supplier data over time. We manage buildings across multiple sites and contracts. Can the platform handle that?
Yes. The platform is built to consolidate data across multiple sites, buildings, and contracts into a single carbon footprint. You can track emissions at portfolio level for your own CRP, or break them down by site or contract where clients require individual reporting. This removes the need for separate spreadsheets per contract and gives you one consistent, auditable dataset.
How do we handle Scope 3 when we rely heavily on subcontractors?
Scope 3 from subcontracted services is one of the trickier parts of FM carbon accounting, but you do not need perfect data to start. Most companies begin with spend-based estimates, which our platform calculates automatically. From there, you can invite subcontractors to report their own emissions directly through the platform — replacing estimates with primary data over time. This also demonstrates to clients and frameworks that you are actively managing your supply chain emissions, which is increasingly a scored criterion in tenders.
What is SECR and does it apply to us?
Streamlined Energy and Carbon Reporting (SECR) is a UK legal requirement for large companies — broadly, those that are quoted, or unquoted with more than 250 employees, or turnover above £36 million and balance sheet above £18 million. If you meet those thresholds, you must report your UK energy use and carbon emissions in your annual Directors' Report. Climate Essentials produces the data outputs you need for SECR compliance as part of your standard carbon footprint, so there is no separate process required.
Do we need independent verification, and what does it involve?
PPN 06/21 requires that your Carbon Reduction Plan is verified by a qualified independent body. Beyond compliance, verification strengthens your position in competitive tenders and gives clients confidence that your figures are credible rather than self-reported. Our verification service is designed specifically for SMEs — it covers your carbon footprint and CRP, produces a verification statement, and is priced at a fraction of what large consultancies charge for equivalent work.
